Though often encourage use of the active voice, the passive construction can also be quite useful, especially when the performer of an action is unknown or unimportant.
Most defenses of passive voice focus on (1) thoughtful use of it to emphasize the most important aspect of a particular statement; (2) thoughtful use of it to vary the form of sentences in a piece of writing, to avoid a protracted series of sentences that share the same subject-verb-object order; (3) historical use of passive voice by excellent writers; (4) the recentness and presumed baselessness of criticism that grammar snipes have leveled against it. The first three points are valid and important, I think; the fourth strikes me as being irrelevant at best.

Notice that the writer chooses to hide Mr. Jenkins, the agent or "doer" of the action, ina prepositional phrase at the end of the sentence. These two sentences illustrate the passive voice. It is characterized by the use of the verb "to be" (is, was, were) asa helping verb to a main verb in the present (ing) or past (ed) participle.
In 1926, in the authoritative A Dictionary of Modern English Usage (1926), Henry W. Fowler recommended against transforming active voice forms into passive voice forms, because doing so "sometimes leads to bad grammar, false idiom, or clumsiness

Inexperienced writers often use passive voice instead of active voice in their writing,creating weak prose that is difficult to understand. Recognizing the passive voice inyour own writing and knowing how to rewrite sentences in the active voice will make yourwriting style more vigorous and easy to read.

There are times, however, where the passive voice is more appropriate thanthe active voice. For example, if you consciously want to hide the agent or if the agent is notreally relevant, use the passive voice. For example, the sentence, "The Baseball WritersAssociation voted Andre Dawson into the hall of fame" lacks the proper emphasis. The emphasisshould be Andre Dawson, not the organization that voted him into the hall, thus "Andre Dawsonwas voted into the hall of fame." This is one case where the passive voice is more appropriatethan the active voice.

The passive voice is often used in cases wherein the author wishes to place emphasis on, or treat as the subject, the target or undergoes – instead of the doer – of the action. While it is not commonly used in research paper writing, the passive voice does figure itself more prominently in mystery and crime writing and reportage – especially if the doer of the action is not or cannot be known. ("The bank was robbed," "Hundreds were injured last Friday in a riot at the square.") It is also suitable for laboratory reports and mathematical expressions, helping sharpen focus on the content of the reports or expressions instead of on the researchers. ("Five of these plant species were taken indoors, away from the sunlight", "Two-hundred five was multiplied by two to arrive at four-hundred ten.")

But remember; this is the exception. In general, use the active voicein your writing. Your writing will have more vigor and be easier to read than if your writingis full of passive constructions.
